Critical Incident Briefing Released for May 6th Officer-Involved Shooting

The Jacksonville Sheriff’s Office (JSO) is releasing details and video from an officer-involved shooting that occurred on San Pablo Road South on May 6, 2026. The details below are preliminary.


The incident resulted in the injury of 37-year-old Samuel Waters Jr. Waters had a criminal history including arrests for Assault with a Deadly Weapon, Possession of a Weapon while Intoxicated, Drug Possession, and Resisting a Law Enforcement Officer. Waters was arrested on multiple charges including Aggravated Assault on a Law Enforcement Officer and Resisting a Law Enforcement Officer with Violence due to his actions before and during the critical incident.
 
On the morning of the incident, Waters’ family called the JSO Emergency Communications Center requesting police serve Waters an ex parte court order. The family member told the dispatcher Waters lived out of his car parked in a lot on San Pablo Road South. When officers arrived, they located Waters’ truck, but Waters was using a sun visor and other items to block a clear view of the truck’s interior. Police gave Waters loud verbal commands to exit the truck, but he did not comply.
 
After officers arrived, Waters called his family and told them he was armed with a firearm. His family called police to let them know, reporting he seemed paranoid and believed officers were there to kill him.
 
Officers with JSO’s Behavioral Crisis Response Unit arrived on scene and for several hours tried to communicate with Waters. Because Waters was an armed individual who barricaded himself, the JSO SWAT and Crisis Negotiation Units were called to the scene.
 
Waters remained in a standoff with police for five hours, refusing to exit. At 7:15 p.m., SWAT operators deployed a specialized vehicle to introduce a chemical irritant into Waters’ truck with the goal of getting him to exit. With the gas in his truck, Waters crawled out of the back window of his truck with a handgun in his right hand and a knife in his left. Waters shot his gun in the direction of the officer. In response, Sgt. Nauss, Detective White, Detective Hensley, Detective Vickers, Detective Ingham, and Detective Price fired their rifles, striking Waters. Waters was taken into custody and received emergency medical treatment before he was taken to a hospital. At the time of this filming, Waters was in stable condition at a hospital.
 
The State Attorney’s Office will independently review the incident to assess the legality of the officers’ actions. JSO will then conduct an internal review to ensure the officers acted within policy. Conclusions remain pending.
