Jacksonville Sheriff's Office (JSO) Wrecker Regulation Unit detectives arrested 38-year-old Mohamed Bassam after they received multiple complaints against his towing businesses for overbilling. Bassam owns both King Towing and Storage LLC and Safe Harbor Towing LLC.
Between December 2025 and February 2026, JSO received several complaints Bassam’s companies were charging for additional services he never provided. This led to detectives launching an investigation into Bassam’s records keeping.
Florida law requires tow companies to retain records related to all vehicles or vessels recovered, towed, stored, or released for a minimum of three years. The companies must also produce those records for law enforcement upon request.
During the investigation, JSO's Wrecker Regulation Unit detectives asked Bassam to meet on several occasions to review records, but he always had an excuse. Detectives learned Bassam had been charging every vehicle owner an administrative fee for sending a lien notice. However, Bassam had only sent out lien notices on two vehicles in the past year. In total, he collected more than $5,300 in fees for a service he never completed.
On Thursday, March 19, 2026, detectives arrested Bassam for violating the state statutes "Scheme to Defraud" and "Liens for Recovery, Towing or Stowing Vehicles."
