Critical Incident Briefing Released for Officer-Involved Shooting on December 29th

The Jacksonville Sheriff’s Office is releasing details and video from an officer-involved shooting that occurred on Ponce Boulevard on Monday, December 29, 2025. The details below are preliminary.

The incident resulted in the death of 46-year-old Alan Rush. Rush was an eight-time convicted felon who was prohibited from owning firearms. Had Rush survived his injuries, he would have been arrested for Aggravated Assault on a Law Enforcement Officer With a Firearm, Possession of a Firearm by a Convicted Felon, Armed Trafficking in Methamphetamine, Armed Trafficking in Cocaine, Armed Possession of Cocaine, and Armed Possession of Cannabis.

At 6:36 p.m., District 6 Task Force officers were following up on criminal activity involving William Lowe, a convicted felon. Officers planned to arrest him for an auto theft and a business burglary. Officers had information that Lowe was at a home on Ponce Boulevard that evening.

The officers saw Lowe exit the home and get into an SUV. Officers attempted to get the SUV to stop. Officer Z. Jennings and T. Baez drove toward the SUV on opposite sides, blocking it in. Officer Jennings approached the driver’s side of the car, where Rush was sitting. He instructed Rush to turn off the vehicle. Rush did not comply. Officer Jennings pulled the non-compliant Rush from the vehicle, and a brief struggle occurred. During the struggle, Rush pulled out a handgun and attempted to point it at the officer’s head. Officer Jennings shouted, “He’s got a gun” twice. Officer Jennings fired one shot from his JSO-approved handgun. Rush died at the scene.

Crime scene detectives responded to the scene, locating Rush’s handgun and a round of ammunition under his body. The handgun was found with the slide locked to the rear. Investigators found a significant amount of narcotics on Rush’s person and in his vehicle, stored in a child’s lunchbox.

The State Attorney’s Office will independently review the incident to assess the legality of the officer’s actions. Once that is complete, JSO will conduct an internal review to ensure the officers acted within policy. All findings will be submitted to the Sheriff for final review. Conclusions remain pending.
