Critical Incident Briefing Released for Officer-Involved Shooting on May 2nd
The Jacksonville Sheriff’s Office is releasing details and video from an officer-involved shooting that occurred on Friday, May 2, 2025, in the Jillian Drive area on the city’s Westside. The incident details below are preliminary and may evolve as the investigation continues.
The officer-involved shooting resulted in the death of 58-year-old Norbal Garcia, Jr. On the evening of the incident, officers were dispatched to a reported fight with injuries. When Officer D. Zheng arrived on the scene, he observed Garcia armed with two knives, standing over two victims who were crouched against a blood-streaked fence. One of the victims was injured. The officer gave the suspect multiple commands to drop the knives, but Garcia ignored these instructions and advanced toward the two victims. In response, the officer discharged his firearm, striking Garcia.
Officer Zheng then administered emergency aid until paramedics arrived. Garcia was transported to a local hospital, where he later succumbed to his injuries.
The State Attorney’s Office will independently review the incident to assess the legality of the officer’s actions. Once that is complete, JSO will conduct an internal review to ensure the officer acted within policy. Then, a Response to Resistance Board will convene, and the findings will be submitted to the Sheriff for final review. JSO is releasing this preliminary information in the interest of transparency. Conclusions on the incident are still pending.
